Utah requires 41°F or below
Temperature-controlled-for-safety food has to be held at 41°F or below (Utah Admin. Code R392-100). So when a walk-in starts drifting, the inventory inside it and your next health inspection are both on the line along with the equipment.

Salt Lake City's own water quality report puts total hardness anywhere from 121 to 487 mg/L, which is roughly 7 to 29 grains per gallon, depending on which sources are in service and the time of year. Murray publishes a comparable spread. Ice machines concentrate every dissolved mineral in the water they freeze, so that whole range lands on the evaporator plate.
