Read that range correctly, because Orem's own report explains it. About 60% of the city's water is surface water from the Provo River, Deer Creek and Jordanelle treated at the Don A. Christiansen plant, and the rest comes from nine deep wells and two springs in Provo Canyon. Orem states that all of it is blended together within the distribution system, so 7 to 25 grains is the span across individual sources over eight years of sampling and not the swing a single tap sees. Orem publishes the grains figure itself and its arithmetic checks out, so we are quoting the utility instead of converting for it. The city does not describe its own water as hard anywhere in the report, and we are not going to put that word in its mouth.
